MMC Corp. Bhd., a Malaysian company that is developing the Red Sea coastal city along with Saudi Binladin Group, said in a statement that Aramco expects to complete the refinery in the fourth quarter of 2015. The developers are planning to build Jazan’s port in the city’s southern district, known as Jazan Economic City, near where Aramco wants to locate its refinery, MMC said.
